Runner-Up: Village of Montgomery, IL
Syracuse, NY was honored for its groundbreaking transformation of the city's waste management system, implementing standardized recycling carts, optimized routes, and advanced enforcement technology. With a 99.98% compliance rate, Syracuse’s comprehensive outreach efforts, including social media, press releases, and direct mail, ensured widespread public adoption and set a model for effective municipal service modernization.
The Village of Montgomery, IL was recognized for establishing its first-ever Communications and Engagement Department, significantly improving resident access to government resources. Through expanded digital services, branding updates, and increased community events, Montgomery has strengthened transparency and inclusivity, particularly for its Spanish-speaking population.

Winner: Mr. Robinson, Buffalo Grove, IL
Runner-Up: Ask Winter Haven, Winter Haven, FL
